Photometric Inspections

ELC Engineering performs field photometric inspections to measure existing lighting levels and confirm that site, parking, garage, and means of egress illumination perform as designed and as required by code.


The work consists of calibrated illuminance measurements (horizontal and, where required, vertical), mapping of minimum, average, and maximum foot-candle values, uniformity ratios, and light-trespass readings at property lines. Results are documented in a sealed report suitable for permitting, certificate of occupancy, 40-year recertification, insurance, or owner due diligence.


We use advanced equipment that maps measurements and geolocates each reading. This allows ELC to cover large areas more efficiently than most competitors.


Principal requirements applied in Florida

  • Miami-Dade Code §8C-3 — occupancy-based parking-lot and access lighting: typically 0.5 fc or 1.0 fc maintained minimum on the pavement from dusk to dawn, with a maximum-to-minimum uniformity ratio not exceeding 12:1. County forms require a Florida-licensed PE or architect to measure and certify compliance.
  • Miami-Dade Code §33-4.1 — outdoor lighting orientation, shielding, and trespass limits (commonly 0.5 fc horizontal and vertical at adjacent property).
  • Florida Building Code — means of egress illumination (typically 1 fc at the walking surface under normal power, FBC 1008) and interior artificial lighting where applicable (FBC 1205).

The final work product includes a marked-up plan or grid, recorded values with GPS coordinates, occupancy classification, applicable code section, and a clear pass/fail statement.
