Pool Bonding Inspections

ELC Engineering inspects and tests the equipotential bonding system of swimming pools, spas, hot tubs, and decorative water features. The purpose is to confirm that metallic parts, equipment, and the pool water are bonded into a continuous grid so stray voltage cannot create a shock hazard.

The work includes a visual inspection of the pool, deck, ladders, railings, underwater lights, and equipment room, followed by field testing with a four-point equipotential bonding tester and a true-RMS meter. Typical measurements include bonding resistance across the grid and DC voltage gradients between bonded elements, the equipment ground, and earth. Results are documented in a sealed report with test-point locations, readings, photographs, and a clear statement of condition.

Why it matters

Water and metal around a pool form a low-resistance path. If the bonding grid is broken, corroded, or never completed, a voltage difference can appear between the water, ladders, lights, or wet deck. That difference is often invisible until someone is shocked. Testing finds open connections, high-resistance joints, and voltage gradients before they become a safety or liability issue for the association.

Code basis

NEC Article 680.26 (as adopted by the Florida Building Code) requires a conductive bonding grid using a minimum 8 AWG solid copper conductor under and around the pool, extending 3 feet beyond the walls. Bonded items include metallic pool structure and fittings, fixed metal parts within 5 feet of the water, circulation equipment, perimeter surfaces within 3 feet of the pool edge, and at least one listed pool-water bonding device. Connections must be listed and electrically continuous.

Building recertification and maintenance

Pool bonding is a recurring electrical-safety item for South Florida condominiums and clubhouses, including 30- and 40-year recertification packages when the pool and equipment room are part of the electrical inspection. ELC also uses the same protocol for owner due diligence, insurance, and post-repair verification.

Reports identify whether the grid is continuous to the equipment room, whether bonding resistance and voltage gradients meet accepted industry limits, and whether the pool is electrically suitable for intended use. ELC recommends inspection and testing of the bonding system at least every five years, with preventive maintenance per NFPA 70B.
